Judge Bao is assigned by the Emperor to investigate the whereabouts of a large sum of state money issued to a famine-stricken province for relief purpose. With the help of his advisor Gongsun Ce and enforcer Zhan Zhao, Judge Bao finds the culprit in corrupt aristocrat Pang Yu and executes him with the Dragon Head Guillotine. Afterwards, the Emperor recruits Zhan Zhao into the imperial court and bestows on him the title “Royal Cat”, which arouses the displeasure of the infamous “Five Rats of the Xiankong Island”, who think they are better than Zhan Zhao. Among these five roguish knights, the arrogant Bai Yutang forces Zhan Zhao into a martial arts duel by stealing Judge Bao’s official seal….
