When the honor-loving patriarch of the Sheung family decides to buy himself an official position, he discovers to his dismay that the agency is actually on the verge of bankruptcy due to corruption within the ranks. In a fury, Ching Tong orders his righteous adopted son Sheung Chi (Steven Ma) to recover the debts.
