2014 marks the 40th anniversary of Hong Kong’s famous Independent Commission Against Corruption (ICAC), the city’s law enforcement agency that specifically investigates corruption and operates independently from the police force. The Hong Kong entertainment industry has joined in celebrating the institution’s work with the corruption crime thriller Z Storm, the first movie in 15 years from veteran director David Lam (First Shot) who actually worked at the ICAC for several years.
When a woman enters the ICAC headquarters to accuse police officer Wong Man Bin (Gordon Lam, Cold War) of corruption, William Luk (Louis Koo, The White Storm) opens an investigation into what initially appears to be a simple case of low-level corruption. He soon discovers that the scope of the case is much bigger than he realized, as key witnesses start getting killed off one by one. Undaunted, William continues the investigation, uncovering a vast conspiracy involving a charity managed by lawyer Malcolm Wu (Michael Wong, Firestorm), a mysterious girl named Angel (Dada Chan, Vulgaria), top-level policemen, tycoons and even the Hong Kong government..
